Resolution 1884 of 2024: A Look at the Changes in the Colombian Health Sector

Resolution 1884 of 2024 issued by the Ministry of Health and Social Protection of Colombia has introduced significant changes in the health sector, specifically in relation to the Individual Registry of Provision of Health Services (RIPS) and the Electronic Sales Invoice (FEV).

What does this resolution entail?

In essence, this resolution seeks:

  • Align electronic billing processes with the information contained in the RIPS.
  • Improve the quality of information reported to the health system.
  • Facilitate interoperability between the different actors in the sector.

Main Changes Introduced

Extension of Deadlines: The resolution grants healthcare providers an additional period of time to adapt to the new requirements, allowing for a smoother transition to electronic billing.

Mandatory Validation: Before being accepted by the Responsible Payment Entities (ERP), both the RIPS and the FEV must go through a rigorous validation process to guarantee the coherence and accuracy of the information.

Technical Assistance: A schedule of technical assistance activities is established to support providers in implementing the new standards and in resolving any issues that may arise.

Amendments to Resolution 2275 of 2023: Resolution 1884 introduces adjustments to the previous resolution, with the aim of clarifying certain aspects and providing greater flexibility to sector stakeholders.

Why is this resolution important?

Greater transparency: By requiring greater accuracy in reported information, we contribute to greater transparency in the management of health system resources.

Better decision-making: More complete and reliable information will allow decision-makers to design more effective and evidence-based public policies.

Cost reduction: Automating processes and improving the quality of information can help reduce administrative costs in the sector.

Who is affected by this resolution?

This resolution affects all actors in the health sector, including:

  • Health service providers: Clinics, hospitals, laboratories, among others, must adjust their systems to comply with the new requirements.
  • Entities responsible for payment (ERP): EPS and other paying entities must adapt their systems to validate the information received.
  • Software developers: Companies that develop software for the healthcare sector will need to update their products to comply with the new standards.

These are the new deadlines for the Implementation of RIPS as a Support for the FEV:
